Special Governance Notice on Improper Usage of Mini Program Growth Plan Image Generation Resource Pack
The "Mini Program Growth Plan" is a support program for Mini Program developers. The AI resource pack it grants (text generation tokens and image generation counts) is intended to support the Mini Program's own business features.
During recent usage reviews, the platform found that a group of accounts had Mini Programs with no real user traffic for a long period, yet kept consuming the free image generation quota in bulk: calls were concentrated on a small number of fixed entries, the number of generated images was far out of proportion to the actual business scale of the Mini Program, and part of the quota was even used for bulk image generation unrelated to the Mini Program's features. Such behavior deviates from the purpose of the plan and crowds out shared resources that other developers could use.
To keep the resource pack fairly allocated, the platform has taken enforcement action against confirmed violating accounts and will continue governance on an ongoing basis.
Violation Criteria
The resource pack may only be used for the Mini Program's own business features. Any of the following constitutes a violation:

Typical Violations
A single account exhausting the granted quota
Accounts at the top of the image generation usage ranking all reached the per-Mini-Program quota cap (100,000 images), yet had 0 daily active users, were named "(untitled)", and had no business features whatsoever.
Bulk registration under one entity
The review found a single administrator entity associated with up to 18 Mini Programs (14 under individual entities and 4 under enterprise entities). These Mini Programs had very similar image generation usage, totaling hundreds of thousands of images.
Meaningless names
Some violating accounts were named "(untitled)" or with a plain numeric string, with neither a business description nor any real user traffic.
Enforcement Measures
- Revoke image generation resource pack access: Access to the "Mini Program Growth Plan" image generation resource pack is revoked for confirmed violating accounts. A total of 63 accounts were handled in this round.
- Reclaim occupied quota: The unused portion of the quota occupied by violating accounts is reset to zero.
- Monitor associated entities: Other Mini Programs under the same entity are placed under close monitoring. In serious or repeated cases, the entity is restricted from applying for the "Mini Program Growth Plan" again.
- Reserve the right to pursue liability: For providing the free quota to third parties or reselling it for profit, the platform reserves the right to pursue legal liability.

Appeals
If you disagree with the enforcement result, you can file an appeal in the CloudBase Community, describing the actual business scenario of your Mini Program and providing verifiable user traffic data. If the review confirms genuine usage, the platform will restore access to the resource pack and return the quota that was reset.
Compliance Recommendations
- Use the resource pack only for the Mini Program's own business features, not for bulk image generation unrelated to the Mini Program.
- Do not register Mini Programs without a real purpose just to obtain the free quota; multiple Mini Programs under the same entity are reviewed together.
